Job summary

The City of Topeka, Kansas is seeking an experienced Budget Manager to guide the city's financial planning, translating community priorities into strategic operating budgets, CIP, and a five-year forecast in compliance with GAAP and city codes.

You will lead budget development, monitor operating and capital budgets, present to City Council, and collaborate with department heads. The ideal candidate has strong analytical skills, integrity, and public budgeting experience.

Qualifications

• Bachelor’s degree preferred in a related field; three years of public budgeting/finance if degree is held.
• Without a bachelor’s degree, seven years of technical budgeting/finance experience required.
• Demonstrated supervisory experience is highly preferred.
• Experience in local government is preferred.

Responsibilities

• Serve as the official budget representative to internal and external stakeholders.
• Oversee the full budget lifecycle including planning, preparation, distribution and presentation.
• Assist department directors with annual budget and CIP planning.
• Provide analysis for bargaining unit negotiations.
• Attend City Council meetings as budget and CIP expert.
