Job summary

QinetiQ US seeks an experienced Proposal Manager to join our growing proposal operations and growth organization.

The Proposal Manager will bring a proven track record of leading federal proposals—from call/task order responses to large, complex, strategic bids—while also handling international efforts in support of allied defense initiatives. You will mentor staff and collaborate with Capture Managers, SMEs, and Solution Architects to craft compliant, winning proposals.

Qualifications

• 5+ years managing federal government proposals including orals.
• Experience writing proposals for professional services and technology‑centric solutions.
• Experience managing GWAC and IDIQ proposals.
• Familiarity with international defense/security proposals or multinational partnerships.
• Ability to work extended hours in a fast-paced environment.
• Strong knowledge of U.S. Federal procurement processes and standard proposal methodologies.
• Excellent writing and editing skills.
• Expert-level MS Word; strong desktop publishing skills.

Responsibilities

• Continue to develop and refine proposal processes, templates, and procedures from pre‑RFP through post‑RFP.
• Mentor proposal team members, train staff on best practices, and provide leadership as the company expands domestically and internationally.
• Engage with Capture Managers, Delivery SMEs, and Solution Architects to craft strategy and develop messaging.
• Drive the proposal process to meet milestones and support writing and editing.
• Set schedules, create outlines, build compliance matrices, lead kickoffs, and manage graphics.
• Interpret requirements of U.S. Federal Government and international solicitations and ensure regulatory compliance.
• Manage multiple large and complex proposals simultaneously for U.S. and international partners.
• Update and refine the Proposal SOPs for industry best practices and global compliance.
• Manage a SharePoint-based proposal management system and reusable templates.
