Job summary

Seneca Resources is seeking an experienced Strategic Program Manager to lead complex, high-impact programs across a cross-functional environment in Vienna, VA. This contract role partners with senior leadership to translate strategy into actionable roadmaps, governance structures, and measurable outcomes.

The ideal candidate will manage governance, execute programs through full lifecycle, drive adoption, and deliver executive-ready reporting.

Qualifications

• Bachelor's degree in Business, Management, Strategy, Operations, Project Management, or related field.
• Extensive experience leading multiple strategic programs in complex cross-functional environments.
• Proven ability to translate organizational strategy into executable roadmaps and measurable outcomes.

Responsibilities

• Lead multiple large-scale strategic programs and projects with measurable business outcomes.
• Translate strategy into integrated roadmaps, milestones, and implementation plans.
• Establish and maintain program governance, charters, roles, and decision forums.
• Partner with senior executives to define objectives, KPIs, and success criteria.
• Drive cross-functional alignment and timely decisions across workstreams.
• Manage full lifecycle of programs including intake, planning, execution, and benefits realization.
• Develop and maintain schedules, budgets, and resource plans across workstreams.
• Monitor performance, KPIs, risks, and gaps; recommend corrective actions.
• Identify and mitigate strategic, operational, financial, and delivery risks.
• Prepare concise executive reporting and decision materials on program health.
• Build stakeholder relationships and communication strategies for accountability.
• Lead business readiness and change management activities; coordinate training and adoption.
