Job summary

Office of Shared Administration (WV) is seeking a Program Manager for the ClearPath unit to oversee statewide child welfare operations, provide expert policy guidance, and ensure quality assurance across the program.

The role includes supervising ClearPath Child Welfare Consultants, coordinating staffing, reviewing cases, and authorizing closures, with emphasis on safety, compliance, and stakeholder education. A WV Social Work license is preferred.

Qualifications

• Bachelor's degree from an accredited college or university.

Responsibilities

• Provide consultation and policy interpretation to staff within the ClearPath unit, as well as internal and community stakeholders.
• Research, analyze, and apply federal and state legislation, policies, and procedures to ensure implementation and compliance.
• Review case documentation, risk and safety assessments, and ensure alignment with WV Code and BSS policy before recommending case closure, when necessary.
• Identify practice trends through consultation and contribute to system improvement initiatives.
• Serve as a subject matter expert on child safety and risk assessment.
• Participate in case reviews, quality assurance activities, and professional development opportunities.
• Manage and oversee issues of staff selection, development of staff and disciplinary action. Plan and ensure appropriate training of consultants within the ClearPath program, as well as child welfare staff on issues relating to and impacting the ClearPath framework.
