Job summary

CalHR is seeking a Social Services Program Manager to plan, organize, and direct operations for Child Welfare Services and/or Adult Protective Services within a local public social services department. The role includes supervision, policy interpretation, and cross-agency collaboration to enhance service delivery.

The incumbent will oversee program performance, staffing, budgeting, and external coordination with state and county partners, ensuring compliance with laws and regulations.

Qualifications

• Knowledge of program development, administration, and service delivery for Child Welfare and/or Adult Protective Services
• Knowledge of current management and leadership techniques and public administration
• Planning and scheduling to meet timelines
• Budgeting principles to develop and manage budgets
• Knowledge of public and private community resources
• Effective casework practices to oversee staff

Responsibilities

• Manage daily work activities of a Child Welfare Services and/or Adult Protective Services program, directly or through supervisors
• Assess service delivery and communicate findings to management to improve efficiency and quality
• Oversee personnel actions and provide guidance on staff matters
• Ensure staff are qualified and develop staff; assist in hiring and promotion decisions
• Interpret laws and regulations to determine relevancy to operations
• Assess need for policy changes to improve services and cross-collaborate programs
• Develop or revise policies to improve efficiency and assist in planning
• Serve as internal technical expert guiding staff on complex cases and service delivery
• Collaborate with agencies, community groups, contractors, and others to determine needs and provide services
• Ensure information about department services is accurate and responsive to complaints
• Serve as external technical expert on program matters to external entities
• Assist in development of budgets and monitor expenditures
• Perform other duties as assigned
