Job summary

The City University of New York, including CUNY SoM in Harlem, seeks a Finance Procurement Specialist to execute multi-source purchases. You will ensure compliance with NYS and CUNY rules, draft procurement documents, and coordinate with internal departments and counsel to optimize processes.

Qualifications include a Bachelor's degree and four years of related experience, with preferred knowledge of CUNYFirst and related systems.

Qualifications

• Bachelor's degree and four years' related experience required.
• Experience with procurement in higher education or public-sector environment.
• Knowledge of State procurement processes, State Finance Law, and related procurement mechanisms.
• Knowledge of software acquisitions, library subscriptions, and GASB-related procurement workflows.

Responsibilities

• Collaborate with staff to ensure goods and services are acquired in compliance with guidelines.
• Review, recommend, and implement process improvements in procurement.
• Provide guidance on products and services under established contracts; train staff on procedures.
• Draft solicitations (RFQs, RFPs, IFBs) and procurement memoranda.
• Support full-cycle procurement activities including advertising, bids, evaluations, and Board submissions.
• Dispatch purchase orders against NYS OGS and NYC DCAS contracts.
• Promote MWBE/SBVOB/SBE vendors and ensure documentation of outreach.
• Ensure requisitions follow GASB requirements and are accurate in CUNY systems.
