Job summary

Medgar Evers College in Brooklyn is seeking a Finance Procurement Specialist to support procurement across multiple funding sources within the Division of Administration and Finance. You will ensure compliance with State of New York and CUNY procurement rules and provide guidance to MEC departments.

Responsibilities include drafting RFQs, RFPs, and other procurement documents, coordinating solicitations, reviewing vendor submissions for completeness and compliance, and processing purchase orders

Qualifications

• Bachelor's degree and four years' related experience required.

Responsibilities

• Provide professional guidance to MEC departments regarding procurement requirements, allowable purchasing methods, contract options, and applicable CUNY and New York State regulations.
• Provide technical assistance and training to faculty and administrative staff on procurement procedures, solicitation requirements, purchasing guidelines, and available contract vehicles.
• Draft, review, and issue procurement documents, including RFQs, RFPs, IFBs, sole/single-source justifications, addenda, and related procurement materials.
• Coordinate solicitation activities, including vendor communications, site visits, pre-bid meetings, public bid openings, evaluation committee activities, and vendor debriefings.
• Review vendor submissions and supporting documentation for completeness, responsiveness, responsibility, and compliance with established solicitation requirements, and identify matters requiring further review.
• Prepare procurement documentation, including procurement record memoranda and Board of Trustees submission materials, and coordinate required reviews and approvals.
• Process and dispatch purchase orders against New York State OGS agreements, NYC DCAS requirements contracts, and other authorized contract vehicles in accordance with applicable requirements.
• Support MWBE, SDVOB, and SBE participation through vendor outreach and the collection and maintenance of required procurement documentation.
• Provide technical assistance on specialized procurement matters involving software acquisitions, library subscriptions, GASB-related purchases, and AI-enabled products and services, including applicable risk, data-security, and compliance requirements.
• Review procurement transactions and apply current State and University requirements, including procurement thresholds and timelines; assist in resolving vendor issues and escalates complex or non-routine matters to the Procurement Manager or appropriate University office.
