Job summary

Yavapai County seeks a Procurement Officer to support centralized procurement, develop processes, and ensure compliance with laws and policies. The role guides departments through the procurement lifecycle and aims for responsible stewardship of public funds.

Preferred is a Procurement Certification such as NIGP-CPP; requires a bachelor’s degree and at least 3 years of procurement experience, with a valid Arizona driver’s license.

Qualifications

• Procurement principles and reporting requirements.
• Procurement programs, including their reporting capabilities.
• Business English, spelling, grammar, punctuation, and composition.
• Clerical office practices and procedures.
• Research techniques and report writing.
• Current Microsoft Office software.
• Filing and recordkeeping.

Responsibilities

• Develops specifications, scope of work, technical questionnaires, contract terms & conditions for RFIs, RFPs, RFQs.
• Conducts pre-solicitation conferences and prepares solicitation addenda and contract amendments.
• Facilitates evaluation teams in the review and scoring of solicitation responses; negotiates contracts.
• Performs bid/proposal price/cost analysis for products or services.
• Responds to questions from staff, Board of Supervisors, suppliers, and the public.
• Collaborates with internal and external representatives to resolve issues.
• Performs other job-related duties as assigned.
