Job summary

The Metropolitan Transportation Authority is seeking a Procurement Manager to lead a team in the Procurement department, overseeing requisitions and the processing of purchases for multiple categories, using non-RFP market strategies to maximize value.

This position reports to the Director of Procurement and offers a hybrid work arrangement with one telework day per week, working at 333 West 34th Street, New York.

Qualifications

• Bachelor’s Degree in Arts/Sciences (BA/BS) in Supply Chain Management, Procurement and Contract Management, or related field.
• Minimum 7 years of progressive experience in a Procurement function with a focus on commercial transaction procurement.
• Knowledge of government procurement requirements such as sealed bids, advertising requirements, and diversity spend targets.

Responsibilities

• Manages a team responsible for processing requisitions using non-RFP market strategies for goods and services not owned by Category Management or Sourcing.
• Leverages approved buying channel strategies and directs team accordingly to ensure optimal value capture from defined processes.
• Helps to define goals for the team, provides input to plans to achieve strategic targets, monitors progress of respective team, and adjusts plan to ensure goals are achieved.
• Ensures the observance of compliance with standards, policies, and procedures, including contributing to the development of purchasing standards and procedures.
• Ensures purchasing competitiveness at an Agency level.
• Participates in supplier performance reviews to improve or maintain timely and issue-free delivery of products and services.
• Manages critical business relationships with external suppliers and business stakeholders, including policy interpretation and guidance to stakeholders and contractors.
• Manages issue escalations for related Transactional Procurement activities.
• Collaborates with the Legal Department regarding legal and contractual issues and/or litigation by providing information, documentation, and depositions, as required.
• Prepares materials for Federal Triennial Audits, as required.
• Meets savings and value creation targets.
• Meets diversity spend targets for assigned scope.
• Achieves a high percentage of events planned versus executed, team operations excellence, and team competency improvement.
• Delegates assignments and monitors team progress, manages team to prioritize objectives and lead them to completion.
• Responsible for the recruiting, development, and performance appraisal of assigned staff.
