Job summary

The Broward County Board of County Commissioners is seeking a Purchasing Manager for the Operations section of the Purchasing Division to oversee procurement of goods and services, including food, furniture, materials and supplies, for Broward County agencies.

This in-office role requires a bachelor's degree and at least six years in centralized purchasing, with four years in public sector procurement and supervisory experience; CPPB/CPPO/CPP credentials are preferred.

Qualifications

• Bachelor's degree from an accredited college or university with major coursework in public or business administration or closely related field.
• Six (6) years in a centralized purchasing operation including four (4) years in public sector purchasing and supervisory experience involving either projects or staff or closely related experience.

Responsibilities

• Supervises staff to ensure that assigned responsibilities are completed accurately and on a timely basis; reviews agenda reports being submitted to the Board of County Commissioners for quality control.
• Researches and makes recommendations regarding legitimacy of sole source/sole brand requests; researches and/or coordinates responses in respect to whistleblower complaints and possible suspension and/or debarment of vendors.
• Conducts procurement related training to both purchasing and non-purchasing County staff; reviews drafts and completed work product at various stages; assigns work (Requisitions) to Purchasing Agents.
• Performs employee evaluations and assigns goals for upcoming year; approves contracts and purchase orders depending on delegated approval authority.
• Actively participates in meetings at various levels regarding potential, planned and in progress projects.
• Drafts division policies and procedures; provides procurement related direction/recommendations to both purchasing and non-purchasing County staff; benchmarks various division policies and outputs to determine best practices and makes recommendations to top management.
