North County Transit - San Diego Railroad is seeking a Procurement Contracting Officer to manage a range of procurements from micro-purchases to formal contracts. You will work under the Procurement and Contract Administration Manager to ensure compliance with federal, state, and local regulations, including DBE requirements.

The role requires strong analytical abilities, negotiation skills, and experience with ERP procurement systems.

Competenze

• Bachelor’s degree in business administration or related field.
• 3–5 years of procurement/contracting experience.
• Transit/public agency experience preferred.
• Public procurement knowledge and compliance with federal, state, and local rules.

Mansioni

• Lead procurement planning, solicitation, and evaluation of bids and proposals.
• Obtain bids and quotations, compare costs, and recommend awards.
• Convene source selection committees and facilitate procurement processes.
• Advise user departments on procurement methods and substitutes.
• Prepare purchase orders and contract files in a compliant system.
• Monitor contracts for compliance and performance; analyze vendor performance.
• Negotiate terms to achieve best value and administer blanket orders.
