North County Transit District seeks a Procurement Contracting Officer to handle a broad range of procurements and contract administration tasks supporting District operations. You will use standard procurement methods, evaluate bids, and maintain contract files with a focus on best value and compliance.

Requires a Bachelor’s degree and 3–5 years of relevant experience; transit/public agency exposure is highly desirable, with MS Office and JDEdwards proficiency.

Qualifications

• Bachelor’s degree in business administration or related field.
• 3–5 years of direct procurement and contracting experience.
• Transit/public agency experience is highly desirable.

Responsabilités

• Plan, solicit, evaluate bids, quotes, and proposals using appropriate procurement processes.
• Obtain, compare, and recommend contract or purchase options.
• Lead pre-bid conferences, bid openings, and source selection activities.
• Advise user departments on procurement methods and substitutes as needed.
• Prepare PO documents and contract files; monitor progress for compliance.
• Review change orders and perform cost/price analyses.
• Maintain records in compliance with regulations and policy.
• Identify DBEs and develop new sources; participate in vendor outreach.
• Negotiate terms and contracts to achieve best value.
