Job summary

SANDAG in San Diego seeks a seasoned Manager of Contracts & Procurement Services, Operations and Administration to oversee agency-wide procurement, contract management, and policy development while ensuring compliance with state and federal regulations.

The role directs a team of about 12 professionals, guiding senior staff and coordinating with departments to align contracts with programs in professional services, facilities, technology, grants, and revenue.

Qualifications

• Bachelor’s degree with major course work in public administration, business administration, finance, law, or a related field.
• At least seven years of professional contracts and procurement experience, including two years of supervisory experience.
• Experience supervising and mentoring professional and technical staff; leadership and direction for assigned programs.
• Knowledge of procurement processes and rules for public agencies, including bids, proposals, and contract awards.
• Strong computer skills, including MS Office; familiarity with ERP modules and CMS.

Responsibilities

• Oversee contracting and procurement activities: bid solicitations, openings, audits, awards, and payments.
• Develop and maintain procurement policies; streamline workflows and ensure compliance with laws.
• Plan, manage, and coordinate Contracts program goals and budgets.
• Supervise staff and provide mentoring and career development.
• Ensure best practices and compliance with funding agencies and public contracting rules.
• Interact with vendors and other departments to maintain unified procedures.
