San Diego Association of Governments (SANDAG) seeks a Manager of Contracts & Procurement Services, Operations and Administration to lead agency-wide procurement, contract management, and related policies. You will supervise a ~12-person team and ensure compliance with state and federal laws while advancing modernization of ERP modules.

Responsibilities include developing strategic plans and budgets, coordinating with the Director, and guiding staff through complex multi-party contracts.

Qualifications

• Bachelor's degree required in related field.
• 7+ years of professional contracts and procurement experience, including 2+ years of supervisory experience.
• Advanced degree and/or CPM/CPCM designation desirable.
• Experience supervising and mentoring professional/technical staff.
• Ability to lead a comprehensive procurement program with regulatory compliance.
• Strong written and oral communication and training skills.

• Oversee contracting and procurement activities including bid solicitations, awards, execution, and payment reviews.
• Develop and maintain contracting policies; streamline workflows and ensure legal compliance.
• Plan and coordinate Contracts program goals, objectives, and priorities.
