Job summary

NYS Homes and Community Renewal (HCR) seeks a Senior Director, Contracts and Administration to lead procurement and contract activities for the Affordable Housing Corporation. You will partner with the VP to shape strategy, ensure regulatory compliance, and drive end-to-end sourcing with focus on value and risk management.

Qualifications

• Bachelor’s degree required in Public Administration, Business or related field.
• Minimum 7 years procurement management, public sector preferred.
• 4+ years in a leadership role.
• Experience with government procurement rules and complex contracts.

Responsibilities

• Provide executive leadership in development and oversight of procurement methodologies (RFPs, RFQs, etc.).
• Shape strategic direction of procurement and contract administration.
• Lead and back up VP in procurement and administrative operations.
• Oversee procurement staff and ensure high performance and compliance.
• Negotiate contract terms and procurement documentation.
• Develop SOPs and internal controls for procurement.
