Job summary

The Office of the State Treasurer in Oklahoma seeks a Portfolio Accounting and Reporting Manager to lead the investment accounting operations, financial analysis and reporting for the statewide investment portfolios and the Tobacco Settlement Endowment Trust.

Under general direction, the manager will maintain major accounting routines, prepare financial statements, reconcile balances, assist with audits, and coordinate with agencies to ensure accurate, compliant and timely information for

Qualifications

• Must be a CPA with a Master’s degree in Accounting, Finance or Business Administration and at least three years in government accounting or a related field.
• Alternative: Bachelor’s degree in Accounting/Finance/Business Administration with at least five years in government accounting or a related field.
• Strong analytical, communication, and project management skills are required.

Responsibilities

• Record, balance and monitor the investment activity of the Investment Portfolios under direction.
• Prepare analysis of expenditures, balances, reports and other financial data for the agency.
• Verify or reconcile account balances with internal and EMS interfaces.
• Make entries to ledgers and other accounting records.
• Prepare Agency budgets including analysis of variances from actual to budget.
• Review and approve procurement transactions.
• Prepare financial statements and assist with audits.
• Confer with administrators and staff about accounting issues.
• Perform related work as required.
