Job summary

The Baltimore City Mayor’s Office of Homeless Services (MOHS) seeks a dynamic Outreach Manager to lead the outreach team and ensure effective homeless response services. You will supervise staff, coordinate with city departments, and oversee contracts and budgets to achieve program goals.

Reporting to the Chief of Emergency Operations, you will work with partners to implement MOHS’s strategic framework, monitor data, and drive continuous improvement in outreach and coordination efforts.

Qualifications

• Bachelor’s degree in business administration, public administration, management, or related field.
• Four years of professional level administrative, operations, or technical work experience.
• Licensing/desirable: Licensed Social Worker or equivalent.

Responsibilities

• Oversee day-to-day operations of the outreach team and city-funded outreach programs.
• Coordinate outreach initiatives across city departments and partner agencies.
• Monitor budgets, procurement, reports, work plans, and staff performance.
• Collaborate with Emergency Services and Navigators; support subcontractors and city partners.
• Prepare and analyze data reports from HMIS and adjust target areas as needed.
