Job summary

Systems Planning and Analysis, Inc. (SPA) seeks an experienced Financial/Program Manager to support OPNAV N1’s Strategic Resourcing Branch. You will perform cost-benefit analyses, forecasting, and financial modeling for the Deputy Chief of Naval Operations portfolio with a multi-billion-dollar scope.

You will manage manpower costing, data analysis, and provide executive-ready briefings. A SECRET clearance is required, and PPBE training is part of the role.

Qualifications

• Bachelor's degree in Mathematics, Business, Physical/Applied Science, or related field.
• Eight to Ten years of relevant work experience in finance, accounting, programming and/or systems analysis, POM.
• Strong analytical skills and the ability to learn Navy financial planning/tracking databases.
• Ability to investigate and resolve issues and present recommendations to decision makers.
• SECRET Clearance maintained throughout employment.

Responsibilities

• Support resource programming cost-benefit analysis, forecasting, and financial analysis.
• Perform manpower costing, financial modeling, and capital/investment analysis.
• Maintain financial databases and develop analytical tools.
• Prepare status reports and executive-level briefing materials.
• Interact with N1 staff and other OPNAV codes for resourcing decisions.
• Complete Navy PPBE/PBIS/Action Officer training modules.
