Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Financial Analyst to support Navy ERP budgeting and financial management in Arlington, VA. The role emphasizes preparing and defending annual budget submissions, monitoring fund status, and ensuring proper LOA and obligations across programs.

The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to Director Submarine Program directorates and key stakeholders surrounding submarine platform construction. Director Submarine Program unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy’s top acquisition priority), the Virginia-class SSN program, the new SSN-X program (developing the next generation attack submarine), and the AUKUS Integration and Acquisition Office, to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Director Submarine Program will continue SPA’s decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.

SPA is seeking a Financial Analyst supporting OPNAV N1, Washington, DC Budget Support Office at Naval Support Facility, Arlington, VA.

Responsibilities

The Financial Analyst should have a knowledge of the Navy’s Financial System (Navy ERP) to be able to assist in preparation and coordination of the OMN Annual Budget, Mid-Year Review and POM/Program Review documents to Budget Submitting Office (BSO). The Analyst will need to monitor and track budgetary controls using all systems (ERP, CARIS, PBIS, etc) as well as spreadsheets. They will also need to be able to support preparing and defending submissions with valid supporting data with an emphasis on meeting all applicable due dates for each required budget document for all budget cycles. In addition, the analyst will need to able able to monitor active fiscal year (FY) fund status, five-year prior year (PY) fund status, authorizations, obligations and expenses ensuring assigned programs meet target rates for obligations each quarter/fiscal year. This position will require the analyst to research all incorrect/error (DDEF) transactions that post to the Washington Support Branch and validating accurate Line of Accounting (LOA), Contract, CLIN, ACRN on DFAS payments and adjusting expenditures in ERP for the liquidation to flow.

Required Qualifications
  • Reports to Naval Support Facility, Arlington, VA, up to full-time, based upon the needs of the client
  • Bachelor’s degree in mathematics, statistics, business, law, engineering, social sciences, physical/applied science or management discipline such as business administration, accounting, finance, economics or management information technology
  • 5-10 Years Experience in the area of financial management, financial analysis, with Navy ERP experience
  • Understanding of DoD appropriation lifecycle and purpose of Appropriation Funding. ( e.g. Operations and Maintenance, NAVY - OM&N)
  • Proficiency with MS suites tools with an emphasize on Excel
  • DoD SECRET or higher clearance
