Job summary

Systems Planning and Analysis, Inc. (SPA) in Virginia seeks a Business Financial Manager to support a NAVSEA SUB Program Office, handling budget development, execution, and reporting.

You will coordinate PPBE activities, prepare budgets, funding obligations, and EVM, and provide financial analysis to leadership. Active DoD Secret clearance required; BS/BA preferred; naval finance experience highly valued.

Qualifications

• 7 yrs experience with Navy acquisition / In-Service Programs.
• 5 yrs experience with Navy Finance and Contracting and the Navy PPBE Process; includes PPBE planning, budgeting and execution.
• Ability to lead a project and interface with an end item customer; active DoD Secret clearance.

Responsibilities

• Support a NAVSEA affiliated PEO for undersea programs with financial management expertise.
• Assist in planning, programming, budgeting, and execution (PPBE); develop fiscal estimates and briefs.
• Prepare, manage, track budgets and funding obligations; produce budget status reports; support EVMS.
• Provide financial support to contracts including EAC, changes, and CDRLs.
• Develop cost analyses and reports for leadership inquiries.
