The State of Oklahoma, Office of the State Treasurer, is seeking a Mineral Owner’s Fund Programs Manager to oversee a major program area and supervise professional staff. This full-time role focuses on directing statewide program activities and ensuring efficient service delivery under agency policies.

Responsibilities include policy development, program analysis, staff supervision, and collaboration with deputies and auditors on claims, contracts, and legislative initiatives.

Qualifications

• Bachelor’s degree or a combination of education and experience substituting one year of professional/management level experience for each year of the required education.
• Three Years Of Professional/management Level Experience Required.
• Experience overseeing, evaluating, and managing mineral asset investments including oil, gas, and royalty interests preferred.

Responsabilités

• Evaluate, implement and maintain software systems to ensure proper handling of incoming/outgoing funds.
• Examine high value and complex claims identified for review by analyzing and evaluating records and legal documentation from various sources.
• Collaborate with the Deputy and Claims Auditors to ensure claims are correctly and legally paid or denied.
• Provide guidance and advice to Mineral Owner’s Fund staff regarding questions from Holders, Claimants, Public Officials, etc.
• Serve as the point of contact for all commercial and public requests for information.
• Collaborate with the Deputy to review and track Mineral Owner’s Fund contracts, agreements, renewals, etc.
• Represent Mineral Owner’s Fund outreach events as needed.
• Assist with long-term planning, annual goals, proposed statutes and administrative rules and track outcomes.
• Make recommendations regarding Mineral Owner’s Fund policies and legislative initiatives.
• Propose and implement new projects to help modernize and improve the Mineral Owner’s Fund operations.
