Job summary

Barrette Workforce Solutions, LLC is seeking a Medicaid Eligibility Product Owner to lead backlog refinement for the state's eligibility and enrollment system. You will translate policy into epics and acceptance criteria, prioritizing work that aligns with MAGI/non-MAGI rules and renewals.

You will partner with state agencies, policy experts, and technology teams to balance federal mandates with member impact, ensuring timely, accurate decisions and clear reporting to leadership.

Qualifications

• 5+ years of experience as a Product Owner, product manager, or business lead on government or healthcare systems.
• 3+ years of hands-on experience with Medicaid eligibility, enrollment, or integrated eligibility systems.
• Working knowledge of Medicaid eligibility rules, including MAGI and non-MAGI categories, verifications, and renewals.
• Experience writing user stories and acceptance criteria and managing a backlog in Jira, Azure DevOps, or a similar tool.
• Experience working in Agile or Scrum teams.
• Clear, plain-spoken communication with technical teams and agency executives alike.
• Bachelor's degree or equivalent experience.

Responsibilities

• Own and prioritize the product backlog for the state's Medicaid eligibility and enrollment system.
• Translate eligibility policy into epics, user stories, and acceptance criteria.
• Lead impact analysis for new federal and state requirements, including H.R. 1 provisions and renewals.
• Partner with state policy staff to clarify rules and document decisions.
• Collaborate with Scrum Masters, developers, testers, and business analysts through planning, refinement, reviews, and acceptance.
• Accept completed work against acceptance criteria and support user acceptance testing.
• Coordinate dependencies with SNAP, MMIS, and managed care programs.
• Track product outcomes and use them to guide priorities.
• Communicate progress, trade-offs, and risks to agency leadership.
