Job summary

York County Government seeks a Systems and Development Manager in south-central Pennsylvania. The role supervises the Systems and Development teams, consults with the Director of IT, and reports on requested metrics.

Qualifications

• 2+ years IT leadership or York County IT experience.
• Proficiency in IT and software development best practices.
• ITIL standards knowledge.
• Familiar with Microsoft 365, Active Directory, and SQL.

Responsibilities

• Supervise the Systems and Development teams’ operations.
• Track performance metrics for the teams.
• Assist in IT policy and procedure development.
• Enforce policies and implement procedures for operations.
• Create and maintain documentation for team processes.
• Prepare reports for systems and development operations.
• Liaise between IT and infrastructure vendors.
• Facilitate deployment and upgrade projects.
• Establish technical standards for systems and platforms.
• Oversee licensing and contracts for systems.
• Participate in business continuity exercises.
• Staff the Systems and Development teams; interview and hire.
• Coach, counsel, and train employees.
• Conduct regular check-ins and semi-annual evaluations.
• Conduct new hire orientations.
• Prepare project materials and maintain IT operations knowledge.
• Work on special projects as needed.
