Job summary

York County Government seeks a Developer to contribute to development operations under general direction, focusing on building, enhancing, and maintaining software applications while documenting code and specifications.

The role involves collaborating with the systems & development manager, participating in code reviews, testing, deployment, and gathering user feedback to improve software. A strong SDLC background and ability to communicate with non-technical staff are essential.

Qualifications

  • At least 6 months of employment with York County IT or 6 months experience/training in software development.
  • Familiar with Microsoft development tools, SQL, code repositories, Java/JavaScript, HTML/CSS, Python, C#/C/.NET, PHP.
  • Familiar with the software development lifecycle (SDLC), Agile, version control systems, and continuous integration/continuous deployment (CI/CD) pipelines.
  • Familiar with database schema, data constraints, and overall database management.
  • Strong organizational, communication, and customer service skills.
  • Ability to build and maintain positive working relationships with colleagues and staff from other County departments.
  • Able to perform effectively under pressure and in high-stress environments.
  • Capable of explaining technical concepts to non-technical audiences.
  • Proven team player with a collaborative mindset.

Responsibilities

  • Serves as a technical resource for development operations addressing requests within service level agreements and defined uptime requirements.
  • Write clean, efficient, and well-documented code following common best practices.
  • Support the development of code and design software applications based on user specifications.
  • Modify existing software to correct errors or make improvements.
  • Participate in troubleshooting and debugging applications.
  • Participate in software testing and validation procedures.
  • Participate in software installation and deployment.
  • Gather requirements and evaluate user feedback to modify software.
  • Collaborate with the systems team, project team, and stakeholders to design software.
  • Assists in the creation supporting documentation for software including but not limited to flowcharts, data file layouts, job procedures, and form requirements.
  • Installation and maintenance of third-party software applications as assigned.
  • Maintain working knowledge of IT operations and functions.
  • Prepare and present pertinent project material.
  • Work on special projects as needed.
  • Other duties as assigned.

Job Title: Developer

  • Understanding of York County Government's operational model, processes, and
    strategic goals.
  • Completion of a Pennsylvania Criminal Background check and fingerprinting, required
    for all employees in this role.
  • Possession of a valid and current driver’s license.
