Qualifications

• Bachelor's degree in business administration or equivalent 5 years' public procurement experience.
• Experience managing purchases valued around $10 million annually across 35 user departments.
• Knowledge of policies and procedures for procurement activities.
• Ability to work with department heads, officials, vendors.
• Proficient in Microsoft Office and internal software.
• Commitment to ethical standards and sound judgement.
• Ability to multi-task in a stressful environment.
• Excellent organizational and time-management skills.

Responsibilities

• Develop county policies and procedures in compliance with state and local laws and regulations.
• Supervise Invitations for Bid and Requests for Proposals to assure legal compliance and favorable terms.
• Analyze bids and proposals to determine responsiveness and best price; make recommendations to County Commissioners.
• Supervise staff of the Purchasing Department.
• Administer the county procurement card program.
• Prepare and maintain the purchasing budget.
• Collaborate with department heads and vendors; communicate effectively.
• Analyze and create procedures to save money and time on county purchases.
• Audit county credit cards and reconcile procurement cards monthly.
• Coordinate month-end and year-end reconciliations with Controller's Office.
