Job summary

Blue Cross NC in the United States seeks a Senior IT Category Manager to lead sourcing and vendor governance for IT hardware, software, and services. You will partner with stakeholders and the Corporate Services Vendor Contracting team to negotiate contracts and ensure alignment with business needs.

You will drive category strategies, develop RFP/RFI/RFQ documents, and manage vendor risk and performance while optimizing total cost of ownership across the portfolio.

Qualifications

• Bachelor’s degree (or higher) or equivalent experience.
• 5+ years of IT procurement or sourcing experience.
• In lieu of degree, 7+ years of related experience.

Responsibilities

• Establish IT category sourcing strategies with internal stakeholders.
• Lead sourcing events, category profiles, and evaluation criteria.
• Develop bid documents (RFP/RFI/RFQ) and track performance.
• Forecast market dynamics and share expertise within IT categories.
• Source products using proven tools, processes, and analytics.
• Evaluate total cost of ownership and recommend optimizations.
• Lead complex vendor negotiations with cross-functional teams.
• Review supplier performance and manage vendor relationships.
• Coordinate vendor risk assessments and mitigation plans.
• Ensure contracts comply with policies and regulatory needs.
