Job summary

Dublin San Ramon Services District seeks an experienced Human Resources & Risk Manager to lead the HR & Risk Division, guiding employee relations, recruitment, benefits, and training while overseeing the district's risk program and insurance renewals.

The role requires building partnerships with management, staff, and labor unions, providing legal and policy guidance, and ensuring compliance. Telework may be available after probation, with limited days per week.

Qualifications

• Experience leading human resources functions including employee relations, recruitment, classification, compensation, benefits, training, and leave management.
• Experience overseeing risk management programs including liability and property insurance assessments and renewals.
• Ability to provide technical and strategic advice to senior management on HR and risk matters.
• Supervisory experience and ability to develop and evaluate staff.

Responsibilities

• Oversee comprehensive HR functions across the district, including labor relations and recruitment.
• Manage the district's risk management program including insurance policy evaluation and renewal.
• Act as a strategic advisor to management on HR and risk issues.
• Lead and supervise HR and risk staff, set goals, and evaluate performance.
• Ensure compliance with federal, state, and local laws and district policies.
