Job summary

City of San Antonio is seeking an experienced HR Project Manager to lead complex human resources initiatives within the Policy & Testing Division. You will coordinate cross‑functional efforts, develop HR policies, prepare reports, and monitor performance and documentation standards.

Role requires supervisory experience, CJIS background, and a Texas Driver's license, with occasional after-hours work and budget involvement. Based in City Tower, San Antonio, TX.

Qualifications

• Bachelor's degree from an accredited college or university.
• Five years of progressive professional experience in business, finance, management, or related field with HR focus, including one year in supervision.
• Must pass CJIS fingerprint-based background check; CJIS eligibility required; disqualifiers listed.
• Valid Class C Texas Driver's License.

Responsibilities

• Manages and coordinates HR projects across divisions, city departments, agencies, and private sector reps.
• Seeks, evaluates information, and provides specialized reports to management.
• Develops and implements HR operating policies, procedures, and SOP improvements.
• Prepares and delivers presentations and trainings as needed.
• Suggests management solutions addressing HR issues; supports budget monitoring.
• Represents department at conferences and meetings as SME on HR processes.
• Supervises, trains, and evaluates staff when needed.
• Assists in special HR projects including process documentation and improvements.
• Provides HR support to other departments on performance management and leave guidance.
