Job summary

Providence Housing Authority is seeking a senior HR professional to oversee recruitment, onboarding, policy development, and performance management across the agency. The role includes benefits administration, labor relations, and strategic planning support to align HR practices with organizational goals.

The position involves ensuring compliance with FMLA, LOA, and other regulations, plus HRIS administration and payroll oversight in a unionized environment.

Qualifications

• Experience overseeing recruitment and selection per agency policies.
• Experience coordinating onboarding including background checks.
• Ability to assist in creating/updating HR policies and handbooks.
• Experience implementing performance management, goal setting, evaluations, and PIPs.
• Experience maintaining benefits programs and conducting comparability studies.

Responsibilities

• Oversight of recruitment and selection of all agency personnel.
• Onboarding oversight including background investigations of prospective employees.
• Assist the Director with the creation and update of HR policies, including the Employee Handbook.
• Implementation and oversight of performance management including goal setting, evaluations, and PIP.
• Maintenance of competitive benefits packages and annual comparability study.
• Tracks reports on attendance, overtime, benefit utilization, and labor negotiations data.
• Collaborate with management on workforce planning and succession planning.
• Administration/oversight of FMLA, Workers' Comp, LOA, and Reasonable Accommodations; compliance with regulations.
• Administration/oversight of HRIS system.
• Payroll processing oversight and payroll billing preparation.
• Investigation of employee complaints and handling of disciplinary matters per union guidelines.
• Support development of bargaining strategies and labor relations programs.
