Job summary

The American Association of State Highway and Transportation Officials is hiring a Human Resource Manager for its Washington, DC office. The role oversees recruitment, benefits administration, onboarding and workforce support for about 150 employees across two locations.

As a senior HR representative, you will guide position descriptions, lead open enrollments, manage HRIS (ADP WorkforceNow), support engagement surveys, oversee performance reviews and leave management, and advise leadership on

Qualifications

• Minimum 10 years of full-scale HR experience.
• Bachelor's degree required; Master's degree preferred in HR/Business/Organization Management.
• Strong communication and confidentiality skills.
• Experience with ADP WorkforceNow HRIS.
• Proficient in Microsoft Office applications.
• Experience working in fast-paced environments.

Responsibilities

• Oversee recruitment efforts and advise on staffing strategies.
• Manage onboarding processes and cross-divisional responsibilities.
• Oversee benefits administration and annual open enrollments.
• Lead employee engagement initiatives, including surveys and performance reviews.
• Guide HR policy compliance, leave management, and payroll-related processes.
• Support budget monitoring and strategic HR planning.
