Job summary

State of Oklahoma is seeking an Human Resources Management Specialist to manage HR activities, payroll processes, and personnel actions in a regulated environment. The role covers classification, recruitment, and benefits administration within the agency’s HR program.

The position involves interpreting Merit Rules and applicable laws, maintaining records, and performing wage/salary analyses. A bachelor’s degree (or equivalent) is required, with opportunities for advancement through Level I–III

Qualifications

Bachelor’s degree or four years of technical HR management experience.
Bachelor’s degree plus one year of professional HR experience for Level II.
Bachelor’s degree plus two years of professional HR experience or a master’s in HR for Level III.

Responsibilities

Interprets rules and laws concerning employee actions; advises staff and managers.
Administers payroll, benefits, and other HR programs; ensures compliance with laws.
Maintains employee personnel records and records systems.
Conducts wage and salary surveys and prepares salary change recommendations.
Administers agency recruitment, interviews applicants, and provides job counseling.
