The State of Oklahoma is seeking a Human Resources Management Specialist to support core people operations across personnel and payroll administration. This role applies applicable laws, rules, and policies to manage HR activities and ensure personnel actions are processed accurately and consistently. The position also supports classification, recruiting, compensation-related work, grievance administration, employee benefits administration, and maintenance of personnel records.
Key Responsibilities
- Perform human resources management, personnel, or payroll administration activities that require interpreting and applying rules, laws, and policies.
- Complete classification studies, job audits, and related activities to identify employee duties and responsibilities; develop job descriptions, job specifications, organization charts, and other materials used to document positions; determine appropriate classifications for individual roles.
- Conduct wage and salary surveys by collecting and evaluating salary data; prepare recommendations or requests for salary changes; determine authorized salary changes for actions such as appointments, promotions, transfers, demotions, and reinstatements.
- Administer the preparation and processing of agency payrolls; administer provisions of the Fair Labor Standards Act; administer leave, worker’s compensation, insurance, retirement, and other employee benefits programs, including special programs such as daycare and charitable contributions.
- Collect and analyze data on personnel selection procedures using established psychometric techniques; prepare charts, graphs, and other statistical information on examination results; develop tests and other selection tools.
- Carry out centralized or agency recruiting activities, including preparing recruiting announcements or vacancy information; interview applicants, evaluate application forms, and provide job counseling to prospective employees; administer minority recruitment and outreach programs; visit schools, colleges, and other recruitment sources.
- Administer the agency grievance program by counseling employees on grievance procedures and conducting research and investigations as needed.
- Prepare, process, review, analyze, or approve employee personnel transactions while ensuring compliance with applicable laws and rules related to appointments, promotions, demotions, transfers, separations, and other actions.
- Interpret rules and laws related to employee personnel actions and advise agency personnel staff, employees, supervisors, and managers on personnel-related issues.
- Maintain an organized system of employee personnel records.
Education and Experience
- Level I: bachelor’s degree; or four years of technical human resources management experience; or an equivalent combination of education and experience.
- Level II: bachelor’s degree plus one year of professional experience in human resources management; or a master’s degree in human resources, industrial/organizational psychology, public administration, sociology, psychology, or a closely related degree; or four years of technical human resources management experience plus one year of professional experience in human resources management.
- Level III: bachelor’s degree plus two years of professional experience in human resources management; or a master’s degree in human resources, industrial/organizational psychology, public administration, sociology, psychology, or a closely related degree plus one year of professional experience in human resources management; or an equivalent combination of education and experience.
- Experience that was incidental to or not a major responsibility or duty of the position will not be accepted as qualifying.
- Human resources management experience should include at least one of the following: job analysis, position classification, wage/salary and benefits administration, civil rights administration, recruitment, or payroll administration.
- Some positions may require employees to be willing and able to fulfill all job-related travel normally associated with the position.
- This is an on-site position and is not eligible for remote work.
Location: Oklahoma County, OK (onsite). Compensation: USD 38,328 - 51,007 per year. Minimum Experience: 1 year. Education: bachelor’s degree.
