Job summary

TikTok USDS Joint Venture LLC is seeking a Lifecycle Operations Lead to drive end-to-end employee lifecycle operations for the USDS JV. You will scale HR infrastructure, ensure data integrity, and lead a team of HR Operations Specialists in a highly regulated environment.

You will partner with HRBPs, Talent Acquisition, Payroll, and Legal to optimize processes, implement scalable workflows, and deliver high-touch people operations across the USDS lifecycle.

Qualifications

• 5+ years of progressive experience in HR Operations, People Operations, or HR Service Delivery within a fast-paced or hyper-growth environment.
• 3+ years of direct people management experience leading and developing HR Operations professionals or specialists.
• Proven experience working with enterprise HRIS platforms (e.g., Workday, SAP SuccessFactors) and integration tools (e.g., Sterling, Equifax, Service-Now, Jira).
• In-depth understanding of US employment laws, HR compliance requirements, and regulatory audit frameworks.
• Strong analytical skills with a track record of using data to drive operational decisions, build dashboards, and establish operational SLAs/KPIs.

Responsibilities

• Oversee end-to-end employee lifecycle operations for USDS JV, including onboarding, background checks, job status changes, and offboarding with data integrity and compliance.
• Architect scalable, standardized HR workflows by identifying gaps, automating manual touchpoints, and driving lean improvement.
• Partner with HRBPs, Talent Acquisition, Total Rewards, Payroll, Employee Relations, and Employment Legal to streamline workflows.
• Oversee HR helpdesk operations, ticketing systems, and knowledge base frameworks for timely employee support.
• Oversee system data integrity across Workday, Equifax, Sterling, HR tools, and internal databases; build executive reporting frameworks.
• Serve as senior point of contact for complex operational issues, policy interpretations, audits, and sensitive inquiries.
• Lead strategic HR Operations initiatives, technology implementations, and change programs across USDS ecosystem.
• Manage relationships with third-party HR vendors, ensuring SLAs and contractual compliance.
• Lead, mentor, and build a high-performing HR Operations team; establish SLAs and KPIs.
