Job summary

GovCIO is seeking a Subject Matter Expert (HR Specialist) to manage personnel and manning for Task Force Raptor at the White House Communications Agency. The role is onsite in the National Capital Region and requires coordinating onboarding, offboarding, and readiness reporting to leadership.

Required: TS/SCI and Yankee White eligibility, a Bachelor’s with 12+ years in HR/manpower, PMP preferred. Strong experience with J1/JTF staff, DoD systems, and staffing for multi-component teams.

Qualifications

• 12+ years of progressive HR, manpower, or personnel management experience with a Bachelor’s degree.
• Experience on Joint Task Forces or Combatant Command J1 staff with cleared personnel.
• Knowledge of DoD systems (DCPDS/DEERS) and onboarding for SCI/SAP processes.

Responsibilities

• Develop policies and coordinate HR activities including relations, HRIS, benefits, and services.
• Maintain manning and readiness reporting; ensure accuracy and timely updates.
• Oversee onboarding, offboarding, and training/certification currencies for personnel.
• Coordinate with government staff on badging, accounts, and workspace.
• Brief leadership on manning status, risks, and mitigations.
