Job summary

GovCIO is seeking a Subject Matter Expert (SME) HR Specialist to serve as the personnel and manning manager for Task Force Raptor at the White House Communications Agency. This role tracks every billet and incumbent, manages onboarding and offboarding, and provides leadership with an accurate view of staffing, gaps, and arrivals.

Qualifications

• Bachelor's degree and 12+ years progressive HR, manpower, or personnel management experience; Master's preferred.
• PMP certification is desirable.
• Experience on a Joint Task Force or Combatant Command J1 staff or similar staffing role with clear manning accountability.
• Knowledge of DoD personnel systems (DCPDS/DEERS) and contractor HR processes.

Responsibilities

• Owns manning document for the Task Force, tracking billets, incumbents, onboarding and offboarding.
• Maintains accountability and readiness reporting for personnel across efforts.
• Coordinates with security, knowledge management, and project leads to align staffing with modernization schedules.
• Maintains training/certification currency and flag lapses affecting access.
• Briefs leadership on manning status, risks, and mitigations.
