Job summary

GovCIO is seeking a Subject Matter Expert (SME) Personnel Security Manager to lead the security program for Task Force Raptor in the National Capital Region, onsite in the United States.

The role requires active TS/SCI clearance with SAP eligibility and experience managing personnel security across TS/SCI and SAP compartments; strong DoD/IC security background and certification readiness are preferred.

Qualifications

• Active TS/SCI clearance and eligibility for SAP access and Yankee White.
• Bachelor's degree and 12+ years of DoD/IC security experience, including 5+ years in personnel security for SCI/SAP.
• Experience as an SSO/CSSO/CPSO or security program manager for TS/SCI with SAP involvement.
• Knowledge of 32 CFR Part 117, DoDM 5200.02, DoDM 5205.07, ICD 704, SEAD 3/4, and TW2.0 vetting.
• Hands-on with DISS, NBIS, NISS, and DD Form 254 interpretation.

Responsibilities

• Own the personnel security program for Task Force Raptor, including SCI/SAP access and indoctrination.
• Direct security operations and interface with WHCA, government SSOs, and task force leadership.
• Process clearance actions, nominations, indoctrinations, debriefings, and reinvestigations in systems.
• Coordinate SAP implementation support and ensure DoD 5205.07 compliance across enclaves.
• Execute continuous vetting, foreign travel, and insider threat processes for the workforce.
• Deliver security briefings and maintain training records and audit readiness.
• Support inspections, self-inspections, and government audits; prepare official reports.
