Job summary

The Office of Contracting and Procurement (OCP) within the District of Columbia government seeks a Human Resources Specialist (Generalist) to support recruitment, talent management, and employee relations. The role reports to the Human Resources Manager in the HR Office located at 441 4th Street NW, Washington, DC 20001.

Ideal candidates have experience with PeopleSoft, position classification, and staff development.

Qualifications

  • Specialized experience is required at least one year in related HR work.
  • A bachelor’s degree is preferred.
  • Professional HR certifications such as SPHR/PHR/ICMA-CP/IPMA-CS are preferred.

Responsibilities

  • Prepares and posts vacancy announcements in collaboration with the supervisor and ensures accuracy.
  • Reviews vacancy announcements for quality and advertises jobs across media.
  • Interprets qualifications, position requirements, job analysis, and evaluation plans to determine eligibility.
  • Creates and reviews Selection Certificates for applicants, ensuring compliance with DC HR policies.
  • Conducts reference checks and initiates personnel actions in PeopleSoft.
  • Creates Job Requisitions in the ASMP PeopleSoft system and enters actions accordingly.
  • Represents the agency at recruitment events and updates position descriptions with managers.
  • Makes recommendations on career paths, grade alignment, and organizational structure.
