Job summary

NYC Health Department seeks a City Research Scientist to perform Workforce Analytics, support HR processes, and conduct quantitative and qualitative analyses for division-wide human resources decisions. The role involves cross-functional coordination, data reporting, and policy-related research to improve efficiency and equity in NYC’s health programs.

Qualifications

Master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have: a doctorate in the appropriate field and related experience; or a master’s degree and extensive experience; at least two years at City Research Scientist Level I.

Responsibilities

Perform professional and responsible consultative and administrative social science research work and analyses in Workforce Analytics.
Support centralization efforts across HR and review processes to streamline workflows.
Conduct qualitative and quantitative analysis to assess HR capacity and performance.
Support salary parity, personnel action processing, and other personnel-related functions.
Assist with personnel actions submitted by bureaus and follow up on revisions.
Monitor compliance with agency indicators such as trainings and evaluations.
Assist with OARS submissions and pool dates.
Maintain Divisional Admin Bureau Org charts and support Travel Desk processes.
