Job summary

The New York City Health Department is seeking a City Research Scientist I (Data Analyst) to analyze public health data, prepare routine reports, and support program evaluation with a focus on equity in service delivery. You will work with a multidisciplinary team across the Bureau of Public Health Clinics and other agency programs.

The role requires strong data manipulation, reporting, and communication skills, with experience in R and SAS.

Qualifications

• Master's degree in an appropriate field of physical, biological, environmental science or public health.
• For Assignment II and above, a doctorate or Master’s with multiple years of experience in research/supervisory roles is required or equivalent.
• Appointments subject to a one-year probationary period.

Responsibilities

Job description

The Bureau of Public Health Clinics (BPHC) mission is to promote a healthy community by providing New Yorkers with the resources needed to make informed and empowered health decisions; identify and treat tuberculosis and provide immunization and sexual health services regardless of ability to pay or immigration status. To achieve its mission, the BPHC provides direct clinic services to people seeking health care; monitors disease trends; provides education and training to service providers and community groups; conducts research; and develops policies and programs to deliver high quality clinical care which best serve New Yorkers. BPHC is requesting to hire a City Research Scientist I (Data Analyst). This position will work closely with the Director of Implementation and Evaluation.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

• Analyze data from BPHC medical records through a public health lens to inform decision making related to program planning and service delivery.
• Prepare routine data reports for case management purposes and to track quality care metrics, clinic utilization, and other performance indicators.
• Operationalize data requests and prepare ad hoc reports and slide decks, which effectively communicate data findings through tables and visualizations.
• Produce standardized annotation, technical notes, data dictionaries and/or other documentation as appropriate for analytic programs, datasets, and reports.
• Contribute to program evaluation projects which address questions relevant to advancing clinical service delivery across public health clinic systems.
• Assure data reporting, communication, and program evaluation projects are being implemented with a racial equity and social justice lens.
• Work collaboratively with a multidisciplinary team of medical, operations, laboratory, administration, epidemiology, and other staff across the Bureau and other Agency programs.

PREFERRED SKILLS:

• Knowledge and experience with R and/or SAS programming is required.
• Experience working with relational databases; experience with SQL is preferred, but not required.
• Experience with data manipulation, data analysis, and production of data tables/reports.
• Strong attention to detail, communication, and problem-solving skills.
• Ability to maintain multiple diverse assignments simultaneously and function effectively, independently and collaboratively.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
