Job summary

CCH Central Office in Walnut Creek, CA is seeking a Capital Improvements Manager to support the Associate Director of Facilities in maintaining high-quality, well-maintained properties.

The role focuses on developing and managing the capital improvement project tracking system, creating scopes, cost estimates, budgets, and implementation strategies, while coordinating bids and ensuring compliance with codes and regulations.

Qualifications

• 5 years’ experience in construction project management or multi-family housing development project management, or an equivalent combination of education and experience
• Proficiency in reading and interpreting construction documents, engineering plans, blueprints, schematics, specifications, and contracts
• Knowledge of project management methodologies and practices
• Experience in construction processes, and understanding of contracts, plans, specifications, and cost estimates
• Track record of managing multiple complex projects simultaneously
• Ability to negotiate effectively with contractors, consultants, vendors, and stakeholders
• Ability to establish priorities and meet deadlines in a highly organized manner
• Affordable housing funding knowledge, preferred
• Budget development and financial management, preferred
• A valid driver license, reliable vehicle, and adequate insurance are essential

Responsibilities

• Contribute to caring and positive working and living environments for all employees and residents
• Develop, manage, and maintain the Facilities Department's capital improvement project tracking system, ensuring accurate and up-to-date project information
• Provide reporting to executive leadership, Board members, and applicable stakeholders
• Develop initial project scopes and RFPs, schedules, cost estimates, budgets, funding plans, and implementation strategies
• Review PCNA’s and recommend projects accordingly
• Ensure projects comply with building codes, environmental requirements, permitting, safety standards, and regulations
• Manage capital improvement projects from planning through procurement, construction, inspection, acceptance, and closeout
• Monitor project budgets, expenditures, schedules, milestones, contracts, and deliverables
• Coordinate bidding, contractor selection, contract negotiations, and related procurement activities
• Manage engineers, contractors, consultants, vendors, and other project partners
• Collaborate with Asset Management, Property Management, Finance, and other departments on funding and priorities
• Monitor construction activities via site visits and inspections, address issues and coordinate corrective actions
• Assess maintenance reports to determine capital intervention needs
• Evaluate completed projects and identify opportunities for improvement
• Other related duties as assigned
