Qualifications

• Bachelor’s degree required; 10+ years may substitute.
• 5+ years in supply chain or procurement with focus on capital equipment, facilities, or indirect categories.
• Proven supplier management, sourcing strategy, contract negotiation, and CapEx execution.
• Strong understanding of total cost of ownership (TCO) and capital project budgeting.
• Familiarity with defense industry compliance including ITAR, EAR, NDAA a plus.
• Experience cross-functionally with Engineering, Finance, Legal, and Operations.
• Experience in development, qualification, or production environments with evolving tech.

Responsibilities

• Lead end-to-end sourcing, negotiation, and execution for capex equipment and infra investments.
• Define equipment requirements and TCO models with cross-functional teams.
• Develop multi-year indirect procurement strategy covering CapEx, tooling, logistics, and services.
• Manage RFQs/RFPs, supplier evaluations, and negotiations to optimize cost and delivery.
• Establish and maintain vendor partnerships; expand supplier base.
• Align capital budgets, payment schedules, and contract terms with Finance and Legal.
• Track indirect spend, cost savings, and supplier performance using KPIs.
• Ensure sourcing activities comply with ITAR, EAR, NDAA.
• Drive standardization of processes, templates, and approvals across the company.
• Provide leadership visibility into procurement risks and major capital commitments.
