Qualifications

• Ability to manage programs with multiple stakeholders, resources and objectives.
• Ability to manage the work of supervisory, professional and technical personnel.
• Knowledge of civil and transportation engineering.
• Knowledge of federal, state, regional and local laws, regulations, procedures and policies related to transportation infrastructure and operations.
• Knowledge of generally accepted management principles and practices of budget administration, financial management and related state and federal law, policies and procedures.
• Knowledge of supervisory and human resources practices and principles to include hiring, discipline, performance management, and employee development.
• Knowledge of transportation planning and project management.
• Skill in budgeting, funding allocation methods and expenditure tracking.
• Skill in gathering and analyzing large and multifaceted data sets to identify problems, develop solutions, forecast, monitor outcomes and generate reports.
• Skill in the use of computers, web-based applications to include automated financial and project management programs.

Responsibilities

• Manage the district’s portfolio of federal, state and regional funded transportation projects and support construction program delivery.
• Balance the needs of multiple internal and external stakeholders while advancing department goals.
• Ensure compliance with federal and state policies and procedures across cross-functional areas.
• Provide external stakeholder support throughout project life cycle and coordinate local program delivery.
• Develop and manage funding and portfolio impacts to support multi-year construction programs.
