Job summary

ACT1 Federal is seeking a motivated FMS Program Analyst to support Foreign Military Sales programs. You will coordinate with the Security Cooperation team and assist the Case Manager in all aspects of FMS casework under ITAR and SAMM guidelines.

Responsibilities include preparing LOA/P&A packages in DSAMS, supporting MILS/DLMS/MILSTRIP, drafting RFIs, and developing executive briefs for senior personnel in DoD and foreign governments. SECURITY clearance required.

Qualifications

• Bachelor’s Degree in any field.
• Two years of relevant experience.
• Experience with DoD and SECNAV instructions related to FMS.
• Experience using NAVAIR management tools.
• Experience developing budgets and phasing plans.
• Experience with DSAMS (Defense Security Assistance Management System).
• SECRET Clearance is required.

Responsibilities

• Analyze LOA data requirements and draft P&A or LOA data packages in DSAMS.
• Support MILS/DLMS and MILSTRIP documents; manage requisitions and directives.
• Prepare inputs for RFIs from potential FMS customer countries.
• Define concepts of operations and Total Package Approach for FMS/DCS blends.
• Draft Congressional notifications for potential FMS sales.
• Conduct foreign disclosure investigations and release readiness analyses.
• Develop executive briefs for Navy/DoD and foreign embassy personnel.
• Plan and document FMS meetings; track actions to closure.
• Assist with CDRLs and contract deliverables.
