Job summary

The United States Naval Observatory (USNO) in Washington, DC, is seeking a Financial Project Manager Support to provide financial analyst support within the Resources Management Department (N01F). The role covers N-ERP processing, financial reporting, contract preparation, closeout, audit readiness, procurement package processing, and budget reconciliation.

Responsibilities include creating and tracking procurement packages, ensuring KSD completeness in N-ERP, maintaining SharePoint

Qualifications

• Minimum of 6 years senior-level experience supporting DoD Navy budget execution and reconciliation.
• Working knowledge of DoD and Navy financial management regulations (DoD FMR).
• Experience using N-ERP to support Navy budgeting and financial processes.
• Knowledge of Navy audit standards and procurement controls.
• Proficiency with Word, Excel, PowerPoint, and SharePoint for reporting.

Responsibilities

• Create, release, and track procurement packages for USNO projects with adherence to business rules.
• Ensure KSD is complete and accurate in N-ERP.
• Maintain redundant copies of documentation in SharePoint.
• Input financial transactions into N-ERP and analyze system data.
• Identify and resolve procurement and financial system issues.
• Support budget reconciliation and closeout activities.
• Prepare reports and supporting artifacts for financial briefs and dashboards.
• Assist with contract preparation and closeout activities.
• Provide monthly progress reports to USNO.
