Job summary

The Office of Naval Research seeks a seasoned financial management professional to lead and coordinate the full spectrum of the Working Capital Fund financial functions. You will guide budgeting, accounting, reporting, and audits, and support strategic financial decisions across the division.

Veterans and DoD financial system experience are required, including expertise with Navy ERP and policy formulation.

Qualifications

At least one year of specialized experience at GS-13 or equivalent in DoD financial management.
Experience with budgeting, accounting, audit, and financial reporting.
Experience with Navy Enterprise Resource Planning (ERP) systems and financial policy development.

Responsibilities

Support the full spectrum of Working Capital Fund financial management functions, including financial and cost accounting, budgeting, equipment and property accounting, financial reporting and financial audit.
Make recommendations and prepare background financial information and data to guide management decisions.
Assume the full range of roles and duties in the absence of the NRL Comptroller/Head, Financial Management Division.
Advise on financial matters and strategy including personnel management, carryover and financial metrics.
Ensure development and maintenance of software systems for financial/resource management.
Collaborate with information technology groups for business management software implementation and sustainment.
Develop formal policy issuances, studies, intranet/internet content management and workflow/process improvements.
