Job summary

Catholic Charities of Santa Clara County seeks a Program Manager of Evaluation & Learning to lead outcomes measurement and continuous improvement across programs. You will develop evaluation frameworks, implement reporting infrastructure, and translate findings into actionable recommendations to guide strategic decisions.

The role partners with program leadership, IT/CIS, and accreditation teams to embed data collection, measurement, and reporting in daily operations and to communicate results

Qualifications

• Bachelor's degree in Public Health, Social Work, Public Policy, Data Analytics, Statistics, or related field; Master’s preferred.
• 3 to 5+ years of experience in program evaluation, data analysis, or outcomes measurement.
• Experience developing logic models, theories of change, and evaluation frameworks.
• Advanced Excel and data analysis skills.
• Experience with Power BI, SQL, reporting tools, or BI platforms.
• Experience leveraging AI-assisted technologies to support reporting, analysis, and learning.
• Experience with EHR, CRM, or case management systems.
• Supervisory or project leadership experience.
• Excellent written and verbal communication skills.
• Ability to collaborate with cross-functional stakeholders.

Responsibilities

• Lead the design and refinement of an agency-wide outcomes measurement framework with logic models and theories of change.
• Collaborate with internal teams to create and use theories of change, program models, journey maps, and evaluation tools.
• Define meaningful, measurable outcomes and process indicators.
• Design, implement, and oversee evaluation plans for programs, including data collection methodologies and analysis.
• Co-design and lead evaluation of strategic plans and initiatives.
• Build dashboards and recurring reports for staff, executives, Board, and funders.
• Translate complex data into clear narratives for non-technical audiences.
• Ensure data systems support consistent reporting and data quality.
• Supervise Data Analyst(s) and staff; oversee hiring and development.
• Support grants and contracts reporting with data-informed narratives.
