Job summary

Hadrian is seeking an accomplished government-relations professional to lead defense budget engagement and execution. You will shape the budget build inside the Pentagon and OMB, and influence how Congress sets the defense topline, while ensuring execution and funding allocation align with Hadrian’s strategic objectives.

The role demands deep fluency in budget processes, NDAA and appropriations, and strong relationships across the Pentagon, executive branch, and congressional committees.

Qualifications

  • 15+ years in defense budget process.
  • Direct ownership of defense reprogramming review processes.
  • Strong relationships with Pentagon, OMB, and Hill staff.
  • Experience translating long-range business plans into federal fiscal policy.
  • Ability to guide executive leadership with budget intelligence.

Responsibilities

  • Budget Build & Topline Strategy: Own the President's Budget engagement inside the Pentagon and OMB.
  • Execution-Year Budget Management: Manage funding movement post-appropriation and oversight of defense funds.
  • Budget Intelligence & Internal Advisory: Inform pursuit strategy, pricing, and timing for federal opportunities.
  • Support NDAA/Appropriations: Collaborate with Government Relations on committee engagement and testimony prep.
  • Communicate budget implications to CEO and executive team with timely guidance.
