Qualifications

  • 15+ years alternating between the legislative and executive branches of the defense budget process.
  • Direct ownership of the defense reprogramming review process and oversight of related funds.
  • Track record of cross-branch advocacy and budgetary influence at senior levels.

Responsibilities

  • Budget Build & Topline Strategy: shape the President's Budget in Pentagon/OMB and engage Congress.
  • Execution-Year Budget Management: oversee apportionment, allocation, obligation, and execution.
  • Policy liaison: collaborate with House/Senate Armed Services and Budget Committees, and adapt to budget calendars.
  • Cross-functional coordination with sales, pricing, and executive teams to align opportunities.
  • Prepare board- and investor-facing materials on federal budget risk and opportunities.
