QTS Data Centers in the United States is seeking a Development Program Manager (Data Center Construction) to lead design, pre-construction and construction activities on selected projects. You will coordinate with Facilities, Contractors, Designers, Engineers, and Operations staff to ensure on-time, on-budget outcomes.

The role requires 8+ years in commercial construction, strong communication skills and on-site availability in West Texas.

Qualifications

• Bachelor’s degree in Science or Engineering or equivalent professional experience.
• Eight or more years of professional experience in commercial construction practices and procedures, including management of Lump Sum, Construction Management at Risk, and Design Build project delivery methods from conceptual development through procurement to close out.
• Experience with Microsoft Office suite, specifically PowerPoint for program updates to executives, and Excel to manage budgets.
• Be able to be on site in West Texas 100% of the time.

Responsibilities

• Manage multiple projects on campus(es) with updated budgets, schedules, and status reports.
• Create and communicate updates on development program and project status for executive reviews.
• Develop master development program for site(s) including campus design and capital budget.
• Manage entitlement and permitting needs for each site project.
• Implement multi-phased site development plans to meet time, budget, and quality targets.
• Write scopes of work for design, construction, commissioning services and participate in procurement and cost estimates.
• Evaluate pricing proposals for design, construction and commissioning services.
• Coordinate with procurement on equipment delivery.
• Ensure submittals are coordinated with site stakeholders.
• Monitor and report project budget/cost-to-date and establish site schedules.
• Review pay applications and change orders with contractors.
• Establish site security procedures with the security team.
• Develop deployment plans and share with staff involved.
• Collaborate with Sales Engineers and Product teams on custom deal solutions.
• Maintain relationships with key stakeholders and represent QTS in OAC meetings.
• Support due-diligence efforts for potential new sites.
