Job summary

Turner Construction Company in Reston, VA is seeking a Procurement Agent to secure materials and subcontracts from qualified vendors at favorable prices and terms. You will manage bids, prequalifications, and scheduling, ensuring M/W/DBE compliance and alignment with project goals.

Responsibilities include negotiating with vendors, issuing subcontracts, coordinating insurance certificates and bonds, and supporting risk management.

Qualifications

• Bachelor's degree plus minimum of two years' related experience.
• Proficiency with computer applications, including Microsoft Office Suite, SAP, and SharePoint.
• Ability to read, understand and interpret contract documents, drawings, specifications, scopes of work and project schedule.

Responsibilities

• Procurement of materials and subcontracts from qualified vendors.
• Lead role in review and update of subcontractor prequalification including financial statement analysis and reference verification.
• Establishing and overseeing Procurement Schedule, including attending project meetings.
• Establishing project bidding procedures, preparation, prequalifications and approval of bid lists.
• Developing and implementing strategy to meet M/W/DBE or other hiring requirements.
• Assist Operations in creating the general and special conditions, safety requirements and scope requisitions for each project to ensure that requirements are clearly defined for bidders.
• Examining plans and specifications for deficiencies and refer findings to the Project Engineer for resolution.
• Managing bidding process, including bid period and bid review meetings with bidders.
• Negotiating scope, price, and subcontract terms with vendors and subcontractors.
• Issuing recommendation for approval of subcontractors/vendors to client and project team.
• Prepare and issue subcontracts or oversee process for timely execution and submission of insurance certificates and P&P bonds.
• Develop, execute, and monitor Risk Management Plans with Project Team.
